This is the basis for Vietnam to effectively use resources, strengthen financial and technical management and coordination, and promote the process of community participation, business sectors and international organizations. Standard application with post-conversion gas, contributes to the realization of developed goals.
Focus on minimizing vulnerability and risk
Ministry of Natural Resources and Environment was assigned to take charge of formulating the Plan; The construction process has the participation of representatives from the Office of the Government and relevant ministries and sectors, including: Ministry of Planning and Investment, Finance, Agriculture and Rural Development, Industry and Trade, Construction , Transport, experts, leading scientists on climate change in Vietnam and internationally, and recommendations from localities in the country. The plan is built on the basis of research and reference to experience in building national climate change adaptation plans of some countries such as Thailand, Colombia, Japan, Nepal, the Philippines …
Vietnam’s views on climate change adaptation include: Requirements for response to climate change, natural disaster prevention and control play an important role in development decisions; The content of climate change adaptation must be integrated into relevant policies and systems, strategies and planning; Climate change adaptation must be associated with sustainable development, enhancing the resilience of natural and social systems and taking advantage of opportunities brought about by climate change; Ensuring the harmony of interests, creating a driving force to encourage stakeholders to actively participate in the response to climate change, effectively manage, exploit and use natural resources and protect the environment.

Solution focus group
In the Plan, groups of tasks and solutions are divided into 3 groups corresponding to 3 specific objectives, focusing on 7 groups and areas: Strengthening the management of State and resources (23 tasks service); Agriculture (43 missions); Disaster prevention (26 missions); Environment and biodiversity (10 missions); Water resources (17 missions); Infrastructure (25 assignments); Other sectors (public health, labor – society, culture – sports – tourism) (19 assignments). The third is disaster risk reduction and damage reduction, preparedness to respond to natural disasters and climate extremes increased due to climate change with 5 specific tasks and solutions, including: climate change monitoring force, hydro-meteorological observation, forecasting, warning and transmitting information on natural disasters and climate extremes; Ensure safety for the system of irrigation works, works to prevent natural disasters; Improving the natural disaster risk management system, promoting disaster risk reduction, focusing on community-based disaster management solutions, promoting local knowledge in disaster prevention; Implement timely and effective natural disaster prevention measures, focusing on areas with high risk of being affected by storms, floods, flash floods, floods, landslides; Preventing riverbank and coast erosion; coping with drought, increased saline intrusion; deal with loss and damage.
Construct specific implementation phasing
Tasks and solutions for the implementation of the Plan are divided into phases: 2021 – 2025, 2026 – 2030 with a vision to 2050.
In the 2021 – 2025 period, to concentrate on perfecting mechanisms and policies on climate change adaptation; prepare legal bases and technical conditions to promote the integration of climate change into strategic policies, systems, and planning; implementing priority solutions and tasks in order to improve the capacity to respond to natural disasters, mitigate damage caused by natural disasters and unusual events of climate and weather.
In the 2026 – 2030 period, enhance coordination and integration of activities in the implementation of solutions and tasks to improve the capacity of sectors, fields, economic sectors, communities and ecosystems to increase resilience to climate change and readiness to adapt to climate change. Improve the resilience of infrastructure systems, the resilience of natural ecosystems and biodiversity; strengthening resilience of natural ecosystems and protecting and conserving biodiversity against the impacts of climate change. Promote adaptation actions that provide co-benefits in climate change mitigation and economic, social and environmental efficiency.
The period after 2030 to 2050 will promote the achievements of the period 2021 – 2030, further strengthening human capacity to adapt to climate change, infrastructure and natural systems, to protect and improve the quality of life, ensure food security, energy security, water security, gender equality, social security, public health, protection of natural resources, national sustainable development in the context of climate change and safety from natural disasters. Integrate climate change adaptation in all socio-economic activities to proactively adapt to climate change, take advantage of opportunities from climate change for socio-economic development. , actively contributing to the international community in responding to climate change and protecting the Earth climate system.
